The final battle between you and Sephiroth is purely for show. The developers have made this a battle you are MEANT to win. It's merely to show Cloud is finally facing down Sephiroth and putting an end to him once and for all.
You automatically have to option to Omnislash him, even if you haven't earned it in the game. If you allow Sephiroth to attack, you will automatically counter-attack, regardless of what materia Cloud has on.

LOL this actually happened to me the first time I finished the game.. I already had Omnislash, see. So I defended as well, Cloud countered, Sepiroth dead.. That was the biggest anti-climax EVER.
