Theres something like that here in the UK, which is one of the factors which keeps the quality of the rail service at a low. Not all rail services are used; which has led to most of the UK stations actualy closing down, there used to be one in every town, even small ones but they cant maintain it as not many people go on them. ( Interest is starting to pick up, and some rural to urban lines are going to be reopened ).
Strikes, low quality staff, lack of staff, bad quality and constant replacement of rails, and the occassional accident has all played parts in keeping the UK rail service tacky, so ends up very costly.
The security that monitors the rails suffer as well, and arent able to sort out or get to possible accidents in time.
