It depends who you bring along with you andwho you keep and levelling up the most..
In my 'ultimate' game it was Setzer. He almost mastered all Esper magic/skills and he had the highest level.
Cyan's sword techniques and Terra's magic power were very strong as well.
I also liked Shadow's throwing command.
And, yes Edgar's Auto-crossbow was really useful.
I don't know, with the exception of Gau, Umaro and Gogo, all my characters were strong.

I say Terra because you don't expect it but then she comes out and is able to kill ANYTHING

I voted for Gau. Most people never use this guy. If you train him well, he can be the strongest character in the game by far. Many of his attacks do 2500-4000 damage, and some are instant kills.
