Kefka kind of looks weird, but I think it fits him. Beside, he can pull off the look. He is completely insane, and he dresses like a psycho crazy man, and he is.

Kefka May be freaing weird looking, but he is the most sucessful FF vilian ever.
Kefka took over an empire, killed off whomever he deamed a threat, and 'destroyed a world'
Chaos - was stopped before and damage
Emperor - killed right off
3 - (cant remeber final boss)
4 - Zuma did nothing....honestly
7 - Sephiroth ... big build up...but no follow through
8 - Ultemacia - WTF honestly....
9 - Kuja - Did alot of damage....but was stop before things got bad
The only ones that come close are Sin and X-Death. Sin destroyed civilizations among civilization, but he wasn't a single person...but a formation of all of Humanities Sins and errors.
X-Death: The only ever successful villian, but only before the game ever started. Because of him the world was ripped apart, and sent through space. He destroyed the crystals and robbed the world of Wind, fire, water and teh power of earth. Unforchenitly he was apussy in his last battle.
