It's up to you. After the floating continent, you can probably finish the game in ~5 hours.
All that remains are side quest (a hell of a lot of them though!). I'm not gonna say more about them not to spoil you though.
But if you do all the side quest, the WoR can take about as long as the WoB.

That's totally true. The Level at which your characters join you in the WoR is determined by the levels of the character currently present in your party. Hence, level up Celes a lot in the WoB and all your characters in the WoR will join you at that level or higher.
